The Legal Landscape
Regulation of crypto-assets (MiCA)

Before MiCA, crypto activities in Latvia were governed mainly by anti-money-laundering rules, under which crypto-asset service providers registered with the State Revenue Service (VID). Under the new regime, licensed EU platforms are authorized as CASPs, while unlicensed, decentralized platforms like Polymarket fall outside the licensing framework.
The regulator: Latvijas Banka
Latvia’s financial supervision was previously carried out by the Financial and Capital Market Commission (FCMC / FKTK). In 2023 the FCMC was merged into the Bank of Latvia (Latvijas Banka), which is now the single competent authority for financial markets — and the authority designated under MiCA for crypto-asset service providers. The State Revenue Service (VID) handles AML registration and tax compliance, including for crypto-asset services.
Gambling laws
Latvia regulates gambling under its Gambling and Lotteries Law, with oversight from the Lotteries and Gambling Supervisory Inspection (whose functions have been integrated into the State Revenue Service). That framework covers licensed betting, casinos, and lotteries.
Prediction markets are not specifically addressed by Latvian gambling law.
